If I understand your question, then the answer is that each distribution
should have its own change logs. I'm not aware of any site that follows
all of the distributions; there may be one that follows most of them,
but I've never had a reason to look for it.

I don't know of a place that has that kind of information in a
comprehensible way/ The closest thing to what you want is perhaps:
