Geoff Young is the author, I've just been maintaining it. It's a
great lightweight and fast dispatcher for PerlHandlers so that you
don't have your httpd.conf chock full of Location directives. The
userbase isn't that big also, so I get to use it as a proving ground
for Apache::Bootstrap.
