Hi,

I am using postgresql 8.3 with postgis 1.3.6 to do a masters project. I
have been running the database without any problems for a few months now
and all of a sudden I cannot connect to it. I get the error:

"could not connect to server: Connection refused (0x0000274D/10061)

Is the pgsql server up and running? What OS are you on? what does
pg_ctl status say?
