unixODBC 2.2.14 and pgsql-odbc

Hi,

This may be old news (though I did look through the archives) but I
think with unixODBC 2.2.14 (released last Nov), all the WITH_UNIXODBC
conditionals in your driver (at least 08.03.0400) can be taken out now.
Though I guess you may need some conditional decision to handle building
against older unixODBC sets.
