Problem with Perl on Win Srvr

I recently installed Perl 5.10.0 on a box running Windows Server 2003.
It has an IIS installation which I inherited.

The problem is that Perl programs placed in:

c:\inetpub\wwwroot\bin

....refuse to run producing a web error that says 'can not find file or
directory'.

If I compile the Perl program using Perlapp, it runs fine. I have
followed the instructions for creating the link between Perl an .pl in
IIS and of course it was already there.

I thought maybe it was permissions, but since it will run CGI
executables and display html pages, I wonder.

Any ideas?
