While working to load a photo on webpage in design view, dragged picture tool
bar too far down page and it disappeared off the screen. No matter what
efforts I have tried through HELP menu nothing seems to work to recover the
tool bar. Have tried shutting down and restarting, even deleting FP03 program
and reinstalling - no luck. Any good advice out there?

SharePoint Designer support )
Download links are at the bottom of the page.
Run the function: "Restore the default toolbars and menus"

Then open FrontPage and create a new picture toolbar.
