I tried using %26 to replace all "&s" in hyperlinks but it doesn't work.
Problem is that webDAV doesn't like the "&" at all.
Using SharePoint's webDAV for example, you can see that it simply won't
allow you to rename a file/folder to contain a "&", and that you can't
upload files with a "&". Fair enough, but the problem is that IIS webDAV
allow users to rename files to contain a "&" -- this therefore cause issues,
it is a blocker, and from where I come from we tend to call this "a bug".
