CGI Bin question

www.habcraft.co.uk / win xp / FP2003

I have just carried out an update publishing action for the above website. I
noticed in the 'remote' site that a folder that exists in the local site is
missing from the remote site. The folders name is CHI-Bin. I have tried to
publish this item to the remote site but I get the following message.

server error: 'CGI-BIN' does not refer to a page or folder in this web. It
may be a page or folder in a sybweb, or it could be a badly formed URL.

Q1. what is a CGI-BIN folder?
Q2. should it exist in both local and remote sites?
Q3. do you have any advice on how I can put this folder in the remote site
if it is necessary?

That is a folder used to contain common gateway interface binary scripts, hence the name cgi-bin
If you are not using any cgi scripts, you do not need the folder on the server.
