Is the following normal behavior for an apache server?

When I start apache the values retrieved from the task manager are:

httpd.exe
Mem usage: 16 968 K
VM size: 16 696 K
Handles: 705


After about one day, the values are as follows:

httpd.exe
Mem usage: 58 123 K
VM size: 67 676 K
Handles: 829
