Default "Set Language" in Tools menu

Hi people,

I'd like to know how to change the default language in the "set language"
window, in tool menu.
I mean, everytime I create a new page in frontpage 2003, the default
language is french(belgian), and I would like to change it to english.

Do you have an idea?

thanks Wayne for your answer,
but on my computer, changing the regionnal settings in the control pannel
has no effect on the default language of frontpage 2003 (the "set language"
window allways prompt french(belgian)...)

Do you have another idea?
