pix70: vpn-simultaneous-logins

hi,
let's say I have 4 vpn users defined,(no special attributes)
and the policy is defined like this:

group-policy mygrouppolicy attributes
vpn-simultaneous-logins 3
...


1) can users 1-4 log in simultaneously?
2) can user 1 log in 3 times from 3 different locations ?

or both?
