Deliver out bound email to a single user

I'm trying to configure send mail to deliver mail to external domains
to a single local account called external. using the mailertable
with . local:external seems like it should work. However, I don't have
DNS access and so I get all emails to external domains queued and
defered.
host map (gmail.com) deffered. The error in the logs when running
sendmail -d8.32 -qI<msgid> for one of the queued messages says that
connection was refused when trying to connect to 0.0.0.0. It then
bombs out after attempting the same for IPv6

Can anyone help me with this?

Is sendmail daemon running?
[required for default installation mode of sendmail-8.12+ ]
