It is both really, but note that many bugs may be quite obscure.
Build 822 is based on all the patches that have been already integrated
into the Perl maintenance branch that will eventually become Perl 5.8.9.
There are a huge number of patches (I think 700 or so) because the
release of 5.8.8 happened already quite some time ago. I applied another
50-100 changes from the 5.9.x development track on top of this.
You'll have to check the Changes file in AP822_source.zip to see the
details of all the changes.

I'll pass that on, but could you let me know what exactly you find
broken? I noticed that the page has a fixed width in FF, so using
either very large or very small text doesn't look nice. Or is there
any other problem?

I don't see any problem with Firefox 2.0.0.6 on Linux. Looking at
Firefox side by side with Internet Exploder 6 the only noticeable
difference is in the position and appearance of the "NEXT STEPS" menu,
and if anything, I think that Firefox does a better job of rendering it.

Yes, you can use PPM-Profile to transfer your modules from 817 or earlier to a later ActivePerl release.
The main caveat is that it will only restore modules that:
a) have been installed by PPM originally
b) still exist in the PPM repository
Modules will also not be restored to exactly the same version, but to the latest version available from the repository.
