Could everyone please vote for this bug:

They left PostgreSQL support out of the Windows PHP 5b2 distro, so I
cannot run it to fix the heap of PHP 5b2 bug reports we're getting for
phpPgAdmin on windows.
It also has not yet been fixed in any of their latest snapshots.
