Downloading all email folders into local POP3 client

Problem: Lots of emails stored in hierarchical set of folders on a
web-based email service. I can connect a local POP3 client (Outlook,
Thunderbird, etc.) to the web mail server and it will download the
messages from the inbox to my PC. How can I make such a mail client
get copies of all the messages in all the mail folders and not just
the inbox messages?

POP just accesses the inbox. It isn't designed to work with other folders.

Does the web-based email service offer support for anything other than POP ?
The ideal solution would probably be to use IMAP (which is supported by
Thunderbird etc) which should be able to access all the folders.
But that obviously depends upon the email service supporting IMAP.
