Error 403

We have a new Windows 2003 server with IIS 6.0. We setup IIS for Sharepoint.
ISS was working fine and you could view the default website through IE. I
installed Sharepoint it took over the default website. I created two new
websites. and now Annonymous Access is not working for any website. When
ever you
try to view the default webpage it displays this message: You are not
authorized to view this page. HTTP Error 403 - Forbidden: Access is denied.
Internet Information Services (IIS) We have review the setting for Annonymous
Access and can't find the problem.

I have read David Wangs response to this problem and he states it is an
error in system configuration, which makes sense to me. I am blocked from
view his blog since I work for a school district and our filter prevents me
from accessing his page. Any ideas of what I should look at would be very
helpful.
