MySql on Windows Server 2003

Good Day,
I am having an issue accessing MySql (4.1 & 5.0) on Windows Server 2003,
please respond if you have done this successfully.
I have successfully loaded MySql, and the service starts successfully.
This is on a clean Windows Server 2003 installations. ( No other
software installed)
When I attempt to use MySql.exe it errors with the following message:
"Error 1130 (HY000): Host '127.0.0.1' is not allowed to connect to this
MySQL ver"

This install runs fine on my Windows XP system.

During troubleshooting I have found that if I manually start the service
"Mysqld.exe --Skip-Grant-Tables" then I am able to authenticate. I
then Grant root all available privs and then restart the service
normally.

I get the same error.

I have this loaded on a VM session, for easy reloading. Please let me
know if you have suggestions.

While you have the skip-grant-tables in effect, add a grant for your user at
127.0.0.1. This is a 5.0.10 issue that is resolved in 5.0.10a.
