"Could not determine the driver name so could not lookup setup library."

I've started getting this message with 3.51.10. The error occurs when I use
Microsoft Access to connect to a system DSN (Windows XP SP2). The DSN was
created and the ODBC driver was installed by the same user with
Administrator privileges. The error does not occur if I use the "Test
Connection" option within the ODBC Administrator, only when I actually
initiate a table export from Access. The error goes away when I downgrade to
3.51.09.
