right for proxy/.time

Hi,

In my error_log, I have this message :
[error] (13)Permission denied: proxy: =
utimes(/exec/commun/site/rpa1319/proxy/.time)

The problem is a right on this file ;-).

Are you now why? and with rigth is required?
